Summary:
MSDS stands for Material Safety Data Sheet, which is known in Chinese as 化学品安全技术说明书 (Chemical Safety Technical Specification). In the United States, Canada, Australia, and many Asian countries, it is generally referred to as MSDS, while in Europe and according to ISO, it is called SDS (Safety Data Sheet). MSDS (SDS) is a comprehensive document provided by chemical manufacturers or sellers to customers during trade, detailing the physical and chemical parameters, flammability, toxicity, environmental hazards, and safety usage, as well as emergency response measures for leaks and legal regulations, to help users better control risks associated with the substance or mixture.

MSDS is a comprehensive legal document that chemical production or sales companies are required to provide to customers regarding the characteristics of chemicals. It includes sixteen items such as physical and chemical parameters, explosive performance, health hazards, safe usage and storage, leak disposal, first aid measures, and relevant laws and regulations. MSDS can be self-written by manufacturers according to relevant rules, but to ensure the accuracy and standardization of the report, it can be prepared by professional institutions.
Which substances need to prepare MSDS/SDS?
a) Substances classified as hazardous according to relevant regulations or mixtures containing hazardous substances;
b) Substances or mixtures that are not classified as hazardous but contain a certain proportion of substances of very high concern (SVHC*) or other hazardous components;
c) Substances determined to be persistent, bioaccumulative, and toxic (PBT) or very persistent and very bioaccumulative (vPvB) according to relevant standards;
d) Products that do not meet the above conditions, but are required to provide by the competent authority or importer, or when the industry has stricter requirements for product substance classification labels, companies also need to pass on MSDS/SDS in their supply chain.

California Proposition 65 List
California Proposition 65, also known as the Safe Drinking Water and Toxic Enforcement Act, was enacted in November 1986 in California, USA, aimed at protecting California citizens and drinking water resources from contamination by chemicals known to cause cancer, birth defects, or other reproductive harm, while informing California citizens about the hazards of chemicals they may be exposed to in the products they purchase, at home, or in the workplace.
Proposition 65 requires the government to publish a list of chemicals known to cause cancer or reproductive toxicity at least once a year, referred to as the Proposition 65 List, which currently includes nearly a thousand chemicals. If a business uses substances on this list, it must provide a "clear and reasonable" warning; otherwise, the relevant business must provide scientific data to prove that the concentration of its substances is below the safe harbor level during normal consumer use.
Core requirements of Proposition 65
1. Prohibition of contaminating drinking water sources: Businesses that produce, use, or release chemicals on this list, or engage in activities involving these chemicals, are not allowed to discharge the hazardous chemicals specified in the proposition into drinking water;
2. Provide clear and reasonable warning labels: Once a chemical is listed, manufacturers and distributors must provide warnings for the listed chemicals within 12 months, unless the exposure level is particularly low and does not pose a significant risk; warning labels can be affixed to products, placed in workplaces, retail stores, or distributed as notifications, and are generally recommended to be affixed to products.

Proposition 65 has regulations for products such as jewelry, clothing, bags, sports mats, toys and childcare products, ceramic glass products, aluminum cookware, bicycles and their accessories, electrical devices, and wires and cables, covering almost all products and specifying exposure scenarios for hazardous substances.

The purpose of IEC/EN 62471 is to assess the photobiological hazards associated with different lamps and lamp systems, mainly measuring broad-spectrum light and calculating the response time, angle, and sensitivity of the human eye and skin to light. Continuous lamps: No danger; Class 1 danger (low risk); Class 2 danger (medium risk); Class 3 danger (high risk);
Pulsed lamps:
1. Exceeding the radiation limit is classified as Class 3 danger;
2. Single pulse lamps that do not exceed the radiation limit are classified as no danger;
3. Multi-pulse lamps that do not exceed the radiation limit are classified according to the continuous lamp classification method;

- Special Case Presentation
We have provided IEC 62471 testing solutions for a well-known domestic oil fume purifier/commercial kitchen hood manufacturer. The commercial hood system is equipped with ultraviolet lamps, which can effectively decompose oil fume particles through ultraviolet light. However, during market research, the client found that some users were concerned that the ultraviolet light would refract through the hood's outer shell, causing harm to the human body.
